Central Iowans get a chance to sound off today on a proposed change to topsoil regulations for builders.  DNR has a public hearing at the Wallace Building at 1 PM on a request to nix the 4-inch topsoil rule.  Builders say it’s too costly, while conservationists say it helps fight runoff problems.
